Título: Accountability through websites of local councils: a case study in Santa Catarina before and after the transparency law

Descrição: The goal of this article is to investigate the accountability conditions in websites of local councils before and after the Transparency Law. To do so, 10 Local Councils’ portals of Santa Catarina, whose municipalities have over 100,000 inhabitants. The study assumes that these local councils have more conditions to develop the websites in terms of accountability and its items. Moreover, there is the obligatory disclosure of information regarding expenses incurred due to the Transparency Law. The research in the websites before and after the Law of Transparency demonstrated little different realities. The "after" analysis seems to reinforce the low capacity tendency of websites in accountability, identified "before", without major breakthroughs. O Artigo teve por objetivo investigar as condições de prestação de contas nos portais eletrônicos de Câmaras Municipais antes e após a Lei da Transparência. Para tanto, foram observados 10 portais de Câmaras Municipais do Estado de Santa Catarina, cujos municípios possuem mais de 100.000 habitantes.O estudo parte do pressuposto de que essas câmaras têm maiores condições de desenvolver os portais eletrônicos em termos de prestação de contas, contemplando inclusive o quesito da accountability. Além disso, há a obrigatoriedade de publicação de informações relativas aos gastos incorridos a partir da Lei daTransparência. A pesquisa nos portais antes e após a Lei da Transparência demonstrou realidades pouco diferentes.
